Some questions to assess if legal reform is enough to tackle the culture of violence against women in India
what does the Indian left-liberal solidarity choose to do differently about a people who, one can argue, are doubly colonized? They choose to express their ‘desire’ for the “beautiful woman” by exporting a girl, who faces multiple hierarchies of oppression besides the double colonization of her community, to their mainland and call her “another Nirbhaya” or “India’s daughter”. They stress that Aasifa’s rape and murder is an ‘issue of humanity’. By deliberately trying to erase the specificity of the case, they are obfuscating their complicity in the crimes the Indian state has committed in Kashmir in their name for all these years.
If we could look back a little in Guwahati, we recall the incidents of 2012 G.S. road molestation, the news where girls wearing shorts were compared to monkeys in a local news channel in 2015, the photographs of two girls shared by a well known news reader when they were outside an alcohol shop in their traditional attires on the day of Saraswati puja early this year, as examples that are emblematic of the manner in which dominant, middle-class, male-dominated cultures portray independent women in Assam. The road from such views, to those that lead to tragic violence against women, is unfortunately well short and well-travelled. Distracting women with ideas that such violence can be done by only one class of people, belonging to a particular religion is misleading and dangerous because it deflects from the long struggles that needed for a gender just society.
Such videos which claim to address the issue of ‘women’s safety’ post the 16th December 2012 rape are fantastic in their myopia, and deeply offensive, and need to be challenged. In this video, the juxtaposition of the narratives of primarily upper class and upper caste women with random shots of working class men in public spaces, is unacceptable, and adds to reinforcing the construct of working-class men as the only and markedly, perpetrators of sexual violence. It is horrible how in this video, the narrative of privileged women’s experiences that include never daring “to take public transport at night” or talking about “backward mentality” and “patriarchy” are repeatedly counter-posed with random visuals of working-class men going about their daily lives, whether in the sabzi mandi or waiting for passengers in their e-rickshaws or travelling in the back of a truck together.
The police has arrested a person on the charge of rape and abduction of a minor girl of Namsai district of Arunachal Pradesh. The person, stated to be a RSS pracharak, was arrested on Augutst 22, Namsai superintendent of police C K Mein said on Friday.

In just two and a half months in 2017, Meghalaya has been in the national news for all the wrong reasons. Twenty-five reported cases of rape and sexual assault in the state is something that we should all be ashamed of. And yet, our very own ‘honourable’ public representatives shamelessly compete to prove who is guiltier and who is not.
Verdict was announced on the 27th Sept 2016, in the Court of the Sessions Judge Smt B Giri, at Jowai, on the case of rape of a minor girl from Jowai, West Jaintia Hills District, Meghalaya, whereby the alleged accused Small Phawa a coal baron, was convicted and he required to undergo a 10 year rigorous imprisonment, a fine of five thousand and the victim was asked to be given a compensation of rupees one lac out of the Meghalaya Victims Compensation Scheme. The mother of the victim was in the court room and not understanding the verdict delivered in English, was listening and still confused whether her daughter would get justice or not, being let down by the Adhoc Judge, Fast Track Court, Jaintia Hills District, Jowai, earlier, that acquitted him. Suddenly on seeing the judge order the Police to take the alleged accused Small Phawa (33) into custody she realized that justice has been delivered for her daughter and her family and she broke down into tears in the court room.
As the city of Shillong mourns the brutal attack on the teenager girl from 4 -1/2 miles Upper Shillong, East Khasi Hills District, Meghalaya, many are outraged and angry and crying for justice. Rape cases in Meghalaya seem to see a slow death as cases linger, with trauma to the victims and their families right from the beginning. It is disturbing that there is selective outrage against crimes on women and children in our state. This incident could very well not have occurred had the outrage being displayed now been there all along for each heinous crime of rape that occurred in the state including those in far flung villages which often go unreported and are silenced due to the influential links of perpetrators. We need to question this erratic display of solidarity.
